Check out this impressive dust devil yesterday in Mesa, AZ. Dust devils are quite common and form when the air right at the ground heats up substantially and the air aloft is cool. That causes the air to rise and spin creating a whirlwind that picks up dust and dirt to create a dust devil. They are MUCH weaker than tornadoes and rarely cause damage.
